"When fishing for ise, we swing the net sometimes to the right, sometimes to the left."

The ise (needlefish/garfish) is caught by torchlight using a hoop-net called the fa'alamaga. This alagaupu is used of a speaker who digresses from the point — talking now of this, now of that — so that no one can grasp what he truly means, much like the ise fisherman swinging his net erratically in every direction instead of holding a steady course.
