This alagaupu (Samoan proverb) comes from the old sport of tia seu lupe (pigeon-snaring): to catch the very first pigeon of the day was considered a special mark of skill and honor among hunters. As an upu fa'aaloalo (a polite, respectful expression), it's used to describe the first speech delivered at a fono (meeting) or given in welcome to a visiting party — the honor of going first, done with skill and grace.
